Actually, under the new rule there is less potential for illegal contact on the free throw shooter b/c B3 gets a head start and can position himself squarely in front of A1 before A1 can move.

Under the old rule, both would be moving at the same time.

In fact, the only time I've ever had to deal with it was in a Summer league game with HS rules. On the first of 1-n-1, B3 hip-checked A1 but I wasn't paying attention and caught the reaction of A1 being displaced. On the next free throw, B3 attempted the same thing and A1 caught him with an elbow. B3 looked at me for relief and I told him "That's what you get" and headed down court.
