NFHS 3-3-1c EXCEPTION

A substitute who desires to enter shall report to the scorer, giving his/her number.

c. During multiple free throws resulting from personal fouls, substitutions may be made only before the final attempt in the sequence and after the final attempt has been converted.

EXCEPTION: When a player is required by rule to be replaced prior to administering the free throw(s), then all other substitutes who have legally reported may also enter the game.

Having a bad day?

Lots of people start working before they have a rule book. Others are just given a book with no direction on where to find stuff. We know where to find this stuff, but let's face it, the book isn't exactly easy reading.

It is ignorance if you do not realize that some people do not take the same path that you took as a veteran official. Not all of us got into officiaiting the same way. Not all of us that officiate are licensed with a state or organization either at the start or during a portion of our career. So not all of us are going to be exposed to rulebook in the same way. So yes, ignorance can be appropriate if anyone is not aware that someone might not be an official under the same system or situation. And at this time of the year many have not been in a position to get the benifits of their licenses if they are brand new. We have camps in my area where brand new officials have no access to rulebooks at this time of the year unless someone gives them one.

Excuses and more excuses.
A quick google search will reveal free pdf postings of the rules book from prior years. It won't be totally up-to-date, but it will be current enough to answer most basic questions.

Additionally, there are now apps available for smart phones and tablets which contain the rules and case books. They only cost a couple of dollars.

Lastly, one could order books straight from the NFHS.

Getting a rules book has never been easier. One need merely be industrious enough to actually read it. Or for the electronic versions, conduct a simple keyword search.

Truly, I don't understand the point of coming to an Internet forum and repeating what someone else told you in person. What will you get here?--some random user writing, "yes, that's true." How is that any better? The best that can happen here is that someone will post the actual rule.

When one has questions about rules, one needs rule citations which can be consulted. There is no substitute for looking up and reading these things for yourself.

Proof is obtained by going to the reference source.

Which was done. Cut the newbie some slack if he doesn't have a book (it is June, after all). Yes, the answer to the question in the OP can be found online but we're told in school "there are no dumb questions." Why should that be any different here? I really expected the only post after the rule citation to be the new guy saying "Thanks" and this thread could've been closed out.

If this was October you might understand your point. But this is June in the middle of the summer. New rulebooks are not published in June. Not everyone owns a smart phone or some kind of device to download an app or even knows how to do that on any level. Depending on where he is he might not get a rulebook until October and any real training until that time as well. I work with newer officials all the time by running a class for an organization and running a New Officials Workshop for the IHSA at a yearly Official's Conference and new officials are often not aware of a lot of things until they are informed. He asked two questions on a forum, he did not commit a crime.
