A quick google search will reveal free pdf postings of the rules book from prior years. It won't be totally up-to-date, but it will be current enough to answer most basic questions.

Additionally, there are now apps available for smart phones and tablets which contain the rules and case books. They only cost a couple of dollars.

Lastly, one could order books straight from the NFHS.

Getting a rules book has never been easier. One need merely be industrious enough to actually read it. Or for the electronic versions, conduct a simple keyword search.

Truly, I don't understand the point of coming to an Internet forum and repeating what someone else told you in person. What will you get here?--some random user writing, "yes, that's true." How is that any better? The best that can happen here is that someone will post the actual rule.

When one has questions about rules, one needs rule citations which can be consulted. There is no substitute for looking up and reading these things for yourself.

Proof is obtained by going to the reference source.
