Since you are obviously concenred about the reputation your school has with officials, I would just add don't underestimate the facilities that you provide for your officials. Things like a private room to dress and shower in, an escort on and off the floor, not being lockied out of the lockerroom are just a few things that are important to officials.

Agreed. Few things annoy me more than having to wait to get into the locker room.
