Time out with foul?

BV, 3 man crew, normal game intensity.

Quick loose ball in transition at B's end of floor.

A1 is on the floor and has just gathered the ball, the T grants coach A an time out, (air in whistle). B1 is scrambling for the ball, and comes over the top of prone A1 with contact. The contact is after the whistle for the time out, but there is no time for B1 to react/stop. (in real time it looks almost simultaneous, but it is defiantly after the t's whistle, less than 1 second) C blows the whistle and has fist in the air for a foul on B1. The contact by B1 is normal, and would be a common foul, not intentional nor flagrant, just a hustle foul.

Crew grants the TO, and does not report a foul.

Post-game discussion on issuing a dead ball foul on B1.

Would you call a DB foul in this situation?

Dead-ball contact is ignored unless intentional or flagrant.

So if the TO happens prior to the contact, and the contact is just 'common foul' contact, grant the TO and ignore the foul.

Sounds like the crew got it right.

The crew correctly did not assign a foul to B1. It wasn't intentional or flagrant (as you said), so it is ignored by rule.

Agreed with other posters... the foul would need to be excessive/flagrant to warrant a dead ball technical foul.

Thanks for the thoughts.

This was our crew and I was being evaluated. (I was the C in this play)

The reason this came up is that in the post-game review, the evaluator wanted us to consider giving the DB foul. Our crew agreed that the situation did not warrant it, but would if we deemed flagrant/intentional.

I feel good with our judgment, but wanted to see if there was something I was missing.
