The contact is after the whistle for the time out, but there is no time for B1 to react/stop. (in real time it looks almost simultaneous, but it is defiantly after the t's whistle, less than 1 second) C blows the whistle and has fist in the air for a foul on B1. The contact by B1 is normal, and would be a common foul, not intentional nor flagrant, just a hustle foul.

Crew grants the TO, and does not report a foul.

Post-game discussion on issuing a dead ball foul on B1.

The crew correctly did not assign a foul to B1. It wasn't intentional or flagrant (as you said), so it is ignored by rule.
