I just had my conference meeting this past weekend, and the issue was brought up regarding schools in D2 and D3 that don't have the RA painted on the floor. What our coordinator told us is that you still have to enforce it. I guess the best way to do it is try to figure out where three from the middle of the basket is at.

Now, one of the things that I was told was that if there RA isn't painted then when have to do our best to get it right. On the other side, if the RA is painted an official who has knowledge about a secondary defender's foot being in the area, they can come and supply that information for you.
