How long do you wait to see if it will go in? Hey, a big truck might drive by the gym? It's not going to stay up there forever, with plate tectonics, tornadoes, hurricanes, meteorites, etc.

At rest means not moving, does it not? If the ball is sitting on the flange with no visible movement, no spin, no nothing, it is dead.

The lodged ball is an easier decision.

The Earth is rotating around its axis. The Earth is revolving around the Sun. We are also moving with the Sun around the center of our galaxy and moving with our galaxy as it drifts through intergalactic space. I was answering the mut's question about whether we should go AP (which requires calling a dead ball) or allow a player to go up and get it and continue play.

It's either-or. Either it's dead ball/AP or it's BI.
