The reason for AP is that you have a ball that has become dead without team control or an ensuing FT or TI.

If the ball had come to rest, it would already be dead, so no BI.

How long do you wait to see if it will go in? Hey, a big truck might drive by the gym? It's not going to stay up there forever, with plate tectonics, tornadoes, hurricanes, meteorites, etc.

At rest means not moving, does it not? If the ball is sitting on the flange with no visible movement, no spin, no nothing, it is dead.

The lodged ball is an easier decision.

The Earth is rotating around its axis. The Earth is revolving around the Sun. I was answering the mut's question about whether we should go AP (which requires calling a dead ball) or allow a player to go up and get it and continue play.

It's either-or. Either it's dead ball/AP or it's BI.
