Yes.

Play: Ruling

Horn - Release - "Foul": No call

Horn - "Foul" - Release: No call

Release - Horn - Foul: Shooting foul (Basket counts and 1 shot, or two shots)

Release - Foul - Horn: Shooting foul (Basket counts and 1 shot, or two shots)


Foul - Horn - Release: Shooting foul (No shot, always 2 FTs)

Foul - Release - Horn: Shooting foul (Basket counts and 1 shot, or two shots)


(The above assumes that the ball is still in the air on the release, and that it's a two-point try)

I think that this summary would fit well in the Most Misunderstood Calls Listing.....

It gets more complicated, IMO, if you can put time back on the clock.
In the foul - horn - release scenario, if the whistle blows prior to the horn and one of the officials knows how much time can be put back on the clock, you would count the basket and shoot one free throw.
