If there were thirty seconds left you could stop the clock and give the ball back to the team in possession after running time off the clock for the time that expired when the clock was not running.
But that is not a do over - you take time off the clock - once the ball comes in bounds and is legally touched time needs to come off the clock, if you establish that the clock did not run even if it is only 1 second.

You can't take of 1 second if only half a second might have elapsed.

By "really needing a win" I mean that both teams are having poor seasons (typically they have much better records) and any win is welcome. Each team saw this game as one they could win to help turn their season around. It was a non-league game (visiting team came from almost two hours away). The game meant nothing for their league standings, just a chance to get the season back on track.

True that is the College interpret, but if you count in your head - you have definate knowledge.

Agreed, my only quibble was with the idea that you have to take some time off if the ball was put in play, even if it's only one second. If you weren't counting, you can't do anything to it.
