Hard Foul Question

A1 is driving to the goal on a fast break and B1 approaches and commits a hard foul on the layup where B1 swipes wildly and hits A1 in the head. In the opinion of the official, its not enough to warrant a flagrant personal and an ejection but an aggressive act nonetheless.

Under NFHS and NCAA Mens rules, what are our options here?

I am thinking Intentional personal foul or personal foul.

Is there anyway B1 can earn a technical for his action in this case?

Your options are a personal foul or an intentional personal foul--straight judgment call. A technical foul of any kind cannot be called on live-ball contact plays like this, by rule.

NFHS:

By the explicit mention of not being a flagrant, and along with the language you used, it is clear that a hard foul [excessive contact] be called. There is no option to issue a technical foul to B1. However, a regular (non-intentional) personal foul can be called.

The penalty for the hard foul is 2 shots with the lane cleared (assuming it's a layup from inside the 3-point line ) + inbounds throw-in of the ball nearest the foul.

Please quote NF rule that uses the term "hard foul". I think you mean an "intentional foul".

Easy intentional foul. There is a play last season where Al Horford hit TJ Ford in the head and was ejected and suspended for the act. Failure to send a strong message only encourages retaliation.

4-19-3: An intentional foul is a personal or technical foul which neutralizes an opponent's obvious advantageous position. Intentional fouls may or may not be premeditated and are not based solely on the severity of the act. That was Mark's point, Billy. You highlighted the wrong phrase. Hard fouls do not necessarily equate to excessive(or flagrant) contact.

Thank you!! Hopefully those who immediately wanted to call an intentional can grasp that concept.
