By the explicit mention of not being a flagrant, and along with the language you used, it is clear that a hard foul [excessive contact] be called. There is no option to issue a technical foul to B1. However, a regular (non-intentional) personal foul
can be called.
The penalty for the hard foul is 2 shots with the lane cleared (assuming it's a layup from
inside the 3-point line

) + inbounds throw-in of the ball nearest the foul.
