Not necessrily true...

Most officals in NBA would signal 7 ( would look also like 52) for the foul. Very rarely do they ever signal the 4 and then the 7.

While signalling "7" they would be verball indicating 47. NBA scorekeepers have a pretty good clue on what's going on out there and who the fouls are on...
