If no official will recommend the official that official will not get games. And all it takes is one coach to tell an assigner that he doesn't want him in the league and that official is out. There are not forms for coaches to fill out (even though I doubt a coach could complete one, ), coaches recommend officials who they like based upon whether they agree with the officials' calls or not.
