I'm a little confused by this. In the OP, the original throw-in was at the division line. Then, you have the official freezing, and not blowing the whistle until the ball is at the division line. Maybe it's too much, umm, cat nip.

So, assume you meant that the original throw-in was at the end-line, and the official didn't blow the whistle until the ball was over the division line. The throw-in hadn't ended, so the POI is still the throw-in.
