No to both questions. It's a violation as soon as it happens, but the enforcement is delayed. THe play you describe in the second question is a double violation.

Has anyone here ever called a violation on a free throw for taking more than 10 seconds......I've never gotten past 6 or 7......I think I'd give a kid a pass on the first one over 10 seconds and then tell him to "pick it up" for the next one
