I was referring to going around a screen or making cut to get ball. Thanks.

Not quite....it was a T for a very long time. It was a point of emphasis, IIRC, shortly before it was changed to a violation.

You would need to know how the player comes to be OOB unless it was the thrower, did player get pushed or blocked OOB

Or momentum from a legitimate play (saving the ball, shooting a layup, etc.). If the player was pushed or blocked OOB, you could also have a foul.
