Happened once, asked a few officals, most said a violation, A1 dribbling, splits a trap, falls with dribble, dribble ends with him on the ground, A1 places ball on floor, stands, up picks up ball makes a pass,

It is a violation. Casebook 4-43-5 reads, "...Any attempt to get to the feet is traveling unless A1 is dribbling. It is also traveling if A1 puts the ball on the floor, then rises and is the first to touch the ball."
