Seeing as high schools can't even practice until November 13th, this obviously had no sanctioning from the VHSL so there is nothing you can report to the state. Most you could do is give a report to your assignor and maybe he/she will speak to the coach of the affiliated school.

But as far as you're concerned, the only thing you can do is officiate their next game with a clean slate and respond accordingly if similar behavior occurs.
