Evaluations in your association

How does each of your local associations handle evaluations?

Our local has had 1 evaluator over the last few years that we've paid a straight annual fee to evaluate individual officials by going to games in person. Honestly, not a lot of money on a per game basis.

However, in my opinion, we're not truly giving enough feedback to the officials that might need it the most because the evaluator is focused on making recommendations for post-season tournaments and not growing others.
Looking for ideas on how to change and improve our process.
