NCAAW Rules: Anyone can shoot for an intentional foul. The ball is inbounded at the division line. This was (apparetnly ruled -- I didn't watch the whole video) an intentional foul
Art. 3. Technical, intentional, and disqualifying fouls — The free throws awarded because of any technical, intentional, or disqualifying foul may be attempted by any player or eligible team member on the offended team, who shall be designated by the head coach or captain of the offended team.
