Out-of-Primary Litmus Test

Can one of you remind me of the three or so popular parameters to be met before calling out-of-primary? Something like: 1) It's gotta be right, 2) It's gotta be late, and 3) It's gotta be necessary. Or something like that. I can't recall exactly how I heard it before, but I remember it was a good set of considerations to know.
Anybody remember who might want to help me out on this?

Anyone Knows An Ant Can't Move A Rubber Tree Plant ...

From my pregame:

Stay in your primary. Something must be very obvious to come out of your primary. If something is there
that really needs to be called, call it. Be late. Be right. Be needed. If it needs to be called close down on it
and sell it, don't stay back a distance.

Don't forget about the Ant-Elephant metaphor.

I think the third point "be needed" is also sometimes replaced with be good for the game. If a team is down by 50 and fouls the other team don't come get it out of your primary even if you are late and correct.

You've got the 3 ideas, just maybe switch the order. Is it necessary is always my first thought on calls like this. So 1) Is it necessary/needed? 2) Is it correct? 3) Is it late?
