Out-of-Primary Litmus Test
Can one of you remind me of the three or so popular parameters to be met before calling out-of-primary? Something like: 1) It's gotta be right, 2) It's gotta be late, and 3) It's gotta be necessary. Or something like that. I can't recall exactly how I heard it before, but I remember it was a good set of considerations to know.
Anybody remember who might want to help me out on this?
