Please check your Fed Rules, Curtesy runner is available for the pitchers' or catchers' position. It a speed up rule.

Speed-up rules are by state adoption. My state permits them by mutual agreement of the coaches prior to the game and only for non-conference games.

Correct, but not relevant to the OP, which deals with a "courtesy runner" for an injured runner, when no subs are available. This particular "courtesy runner" (last batter not on base) is allowed by rule, and does not require a state adoption.
