It requires a play to be attempted on another runner. Just catching the IFF is not a play being made on another runner.

No, of course not... but why are you quoting this particular rule? It doesn't apply here. By intent, I meant intent to prevent a double play. I don't really see one here, given the IFF removing all forces already - but I suppose it's possible.
