Ozzy as you are well aware, you do not need to TOUCH the base in order to have attained it.

Therefore, if you would not enforce the balk call if the defense DOES NOT appeal then on the same token you cannot enforce the balk because they appealed. In a nutshell the BR advanced one base even though he didn't touch the base.

Well, I agree that the ruling *should be* the same in NCAA as it is in OBR (ignore th balk, get the out, no runs score).

But, that question (or one substantially similar to it) is on the most recent NCAA quiz. And, they say to enforce the balk.

So, either (a) they're wrong, (b) I'm wrong, (c) I misread the question or the answer.
