Well, I agree that the ruling *should be* the same in NCAA as it is in OBR (ignore th balk, get the out, no runs score).
But, that question (or one substantially similar to it) is on the most recent NCAA quiz. And, they say to enforce the balk. So, either (a) they're wrong, (b) I'm wrong, (c) I misread the question or the answer.
