All officials in Oregon are required to buy a packet. Each local association can determine what is in the packet. Traditionally Baseball has included only the Rule and Case Book (we have not included the Umpire Manual for several years as we use Oregon Modified Mechanics). We also have never included the "Funny book" visual rule book.

So our "state fees" are simply the cost of parts of the packet.

When you buy the packet you are then covered by insurance. As with most group plans it is "all or none" on the insurance.

The price of the packet is established by what is in it and any additional fees as charged by the local.

SO, the real answer to your post, we get nothing "free" from the OSAA. Our packet fee is just part of their revenue stream to keep them in business.

We just pay the $60 and we get a packet (handbook, rule book, case book, NASO pamphlet), but I never gave any thought to where the rest of the fee goes. It always sounded like a reasonable amount.

You should have a Treasurer in your association

After our association meeting comes to order the FIRST agenda item is ALWAYS the Treasurers Report which details where all the money is going.

Therefore, in summary you should know where your association money is going.

PIAA dues are $30 and we receive Rule and Case books along with insurance coverage.

We then have chapter dues on top of that, which vary between chapters.

Some the fees we pay every year go to pay the state association Rules Interpreters for the meetings they conduct around the state. That's changing a bit in Illinois - they're going to post the annual rules meetings/interps online.
Should be interesting how that works - they're already doing it for several Fall and Winter sports.
Kind of hard to figure how they're going to do that "question and answer" session, and to ask for demonstrations of certain things.
