NFHS Rule Changes

The Portland Baseball Umpires Association is considering, for the first time ever, to NOT include the 2009 Rules Book in our mandatory registration packets. This will lower the cost to our umpires by $7.95.

We will buy a few books and pass out any "unpublished" changes that have occurred.

We are also considering not forcing purchase of the 2009 Case Book either.

We will, of course, supply Rules and Case Books to all new umpires and anyone that wants to purchase them individually.

Tim...just curious...my association charges $60.00 a year..baseball and

softball(ugh) for dues and all rulebooks..case books, included.We provide our own insurance as a contracter.

What is the cost for your association?

I believe that our fee last year was $85.00 -- that includes packet, fees for association and another charge (background check). The packet itself is priced by the Oregon School Activities Association using the NFHS costs marked up.

I hope this makes sense. I believe the packet of books and the right to take the test last year was $55.00.

Rule and case books are included in our state dues. Does your state give you guys anything?

Tee if memory serves in a past thread you mentioned that your association was "pushing for" an elimination of umpires checking "bats / hats" before the game begins and put the onus on the managers.

If you can share what's the staus on this issue

Tim, what is OAOA's view on this? IMO if the PBUA stop's buying rulebooks you guy's are opening up a can for the rest of the state! And we both know there are associations in the state that need to study rules.

Not buying rule or case book does not stop the training of rules.

Why would we ask people to spend $15 unneccessarily since the rules changes are not critical nor game altering?

We have complained for DECADES that the NFHS changes rules each year just to sell books . . . this is the first year we see that the purchase is not necessary.

As you know I am the Secretary of the Oregon Athletic Officials Association State Baseball Umpire Committee and I would guess if it came to a vote groups would not be required to buy the books.

As noted PBUA has NOT decided yet HOWEVER we would buy books for new umpires, for transfers and a few to have on hand if our members wanted the continuation of having a stock pile of books over the years.

2009 Baseball Rules Changes


1-2-2
Change: All non-permanent lines on the playing field shall be marked white with a material not injurious to the eyes or skin. Lime or caustic material of any kind is prohibited.

Rationale: Clarification for proper lining instructions for grass and turf fields.

6-2-3
Change: Intentionally pitch close to a batter.

Rationale: To reinforce the responsibility of the pitcher while he has engaged the pitcher's plate.

7-3-4

Penalty
Change: Penalty: The batter remains at bat (pitch is a ball or strike) unless the pitch was a third strike or ball four.

Rationale: Clarification.

10-1-9 and Umpires' Manual
Delete: ... word "heather" gray

Rationale: Heather gray slacks are slowing becoming difficult to acquire. Equipment dealers are transitioning into charcoal gray slacks. This rule change will provide umpires the opportunity to purchase any shade of dark shade and be in compliance.

All officials in Oregon are required to buy a packet. Each local association can determine what is in the packet. Traditionally Baseball has included only the Rule and Case Book (we have not included the Umpire Manual for several years as we use Oregon Modified Mechanics). We also have never included the "Funny book" visual rule book.

So our "state fees" are simply the cost of parts of the packet.

When you buy the packet you are then covered by insurance. As with most group plans it is "all or none" on the insurance.

The price of the packet is established by what is in it and any additional fees as charged by the local.

SO, the real answer to your post, we get nothing "free" from the OSAA. Our packet fee is just part of their revenue stream to keep them in business.

We just pay the $60 and we get a packet (handbook, rule book, case book, NASO pamphlet), but I never gave any thought to where the rest of the fee goes. It always sounded like a reasonable amount.

You should have a Treasurer in your association

After our association meeting comes to order the FIRST agenda item is ALWAYS the Treasurers Report which details where all the money is going.

Therefore, in summary you should know where your association money is going.
