OBR clearly couldn't care less as long as R3 legally touches home AND the BR legally touches 1B.

Per 4.09(a) Exception 1, if the BR fails to meet his obligation, the run does NOT score.
If you can't get your head around that, be prepared to grab the dirty end with both hands at the protest hearing.
