Now if it was a double steal attempt runner from third be would sent back since no attempt was made on him and runner from first would be sent back unless he was retired by F2's throw. A little bit of a slippery slope.

Different type steal situations but this time offensive coach gets flustered.

BTW-I believe it is a note rule in the FED rule book about if runner is not retired by F2's throw that is when the ball should be made dead.
You kill it as soon as F6 catches the ball at all levels.
