it's too long to write out, but the rulebook is free from the ISF website. Summed up, it says the question of players leaving base in time is judgement and not protestable. Failure of allowing the run to score is misinterpretation and protestable. long story short, run scores ( in ISF)
It is in all rule books, maybe not as detailed as noted with protest possibilities, but the simple phrase of "timing play" is all the indicator anyone really needs.
