Popup caught, no tag, run
Runners 1st & 3rd, one out. Popup caught by second baseman, runner tags at 3rd, but not at 1st. Runner crosses plate before second baseman throws to 1st for 3rd out due to no tag. No run?

I do not have a rule book right now, I have the run scores. The play at 1b is a live ball appeal, does not meet the definition of a force play.

Expanding on the above ...
In all of the Rules that I work, this is an appeal play (NCAA: 12.10.2; NFHS: 8.6.6 Penalty; ASA: 8.7.F Effect) and the run scores (NCAA: 6.1.3.2; NFHS: 9.1.1d (not a force out on this particular appeal play), Case Book 9.1.1 Situation G; ASA: 5.5.B.2, R/S #43). And I am confident the run scores in all Rules sets. |
Why does any question arise about a force on a tag up play?

The issue of force play vs. time play vs. tag play comes up each and every time that this question is asked.
Many new umpires and certainly those who are not umpires think that any play that doesn't REQUIRE a tag being applied is a force play. It is certainly worth addressing when this issue comes up. |
Oddly enough, this exact situation is provided in the ISF rulebook under 11.3
it's too long to write out, but the rulebook is free from the ISF website. Summed up, it says the question of players leaving base in time is judgement and not protestable. Failure of allowing the run to score is misinterpretation and protestable. long story short, run scores ( in ISF) |
