2 Man mechanic question

Not a blue, but always trying to learn...

Sitch: R1 @ 3B, R2 @ 1B, 1 out. R2 off with the pitch but stops halfway to try to draw a throw/get in a pickle and give R1 a chance to score from 3B. F2 fires down to F4 at 2B and the pickle ensues, eventually R2 is out on a close call @ 2B.

Question: At the start of the play, BU was set up behind F6 (C position?). He never moved once the play started and IMO, was not in a good a position to make the call at 2B. Is this the correct mechanic?

It is the BU's responsibility, but he should have moved into whatever better position could be attained to cover the play.

For obviously reasons, PU can only provide an extra set of eyes from a distance.
