Question: At the start of the play, BU was set up behind F6 (C position?). He never moved once the play started and IMO, was not in a good a position to make the call at 2B. Is this the correct mechanic?

It is the BU's responsibility, but he should have moved into whatever better position could be attained to cover the play.
For obviously reasons, PU can only provide an extra set of eyes from a distance.
