No, ISF does not have that requirement, but MLB rules do for NA leagues.

As far as I learned, ISF requires both feet to be completely inside the box prior to the start of the pitch (on the line is allowed) (4.3.c).

The batter is out "when his foot is completely outside the lines of the batter's box when he makes contact with the ball" - 4.6.d

The discussion concerns the batter's position between pitches. The rules that are on-line at ISF's web site does not provide any direction in this area, but in the book it is noted at the beginning of the rules, but not within the rules.
