UIC question

I did a 'favor' for an organization and was asked to UIC a complex in another area from my home area. I did not assign the crew (other than the 3 blues I brought with me) at the complex. So I was not familiar with the with the blues at all.

Long story short. After a couple of games of watching a particular field crew, I realized where my 'problem' field was most likely to occur. On Sunday morning, I looked at the brackets and decided to key on this crew, 'just in case' and sure enough a problem happens.

Rule set: USFA

PU ejects a runner coming home for' excessive force and remaining upright' (i did not see the play, as I had turned my back to another field, but the judgment of the umpire is not applicable). Offending team is batting 10 in the line up with no illegible subs.

USFA rule set states that an 'ejected player' shall be an automatic out in the lineup if there is no eligible sub.

flash forward a few innings later. Tie game, time limit out, and 'offending team' has 2 outs with auto out on deck. Def coach 'calls time' and walks toward PU to inform him that he wants to 'int walk' batter. PU holds hand up (granting time, although I could not hear a verbal). and speaks to the defensive coach. (its clear he is not sure of the USFA rule of int walk and not mandated to throw pitches) He confers with his partner, they 'agree' that no pitches need to be thrown. PU 'waves' Batter/runner to first.

As BR runs towards 1st, (ball in control of picture in the circle) , runner on 3rd breaks towards home, and is eventually thrown out in a 'run down'. 'ending the inning'

now in my mind I and saying to myself, 'don't we have a time out and a dead ball situation?' However , neither coach questioned the play.

so my question, as a UIC and just 'happened' to witness a play with an unfamiliar crew and rule set, just when should I have stepped in?

In my mind, I was running the gambit if 'just how could the blues have put the ball 'live' after granting time'.

By the time I assessed the sit, the teams had changed from offense to defense and we taking warm ups. I think I should have stepped in at that point.
