Interesting comment from this perspective:

Assuming no video, only you and the catcher really know if the pitch was over the plate or not. However, everyone in the park can tell the relative height of the pitch.

This is true.

The up or down are the variable (?) borders of the strike zone and change frequently, sometimes even during the pitch (talking about the focal reference point, not the zone). However, no matter what, the in and out are the same for every batter on every pitch and that is where an umpire really needs to be consistent.
