I absolutely agree. Nowhere in the rule book does it say that the pitcher "must" push off the PP with the ball of her foot. This was even emphasized at the SOCAL region annual rules clinic this year.

I was asking just to be sure that his was legal before some rec. coach tried to tell me it was a crow hop.

I doubt that coach would know a crow hop if he saw a crow hopping.

Believe it or not, this rec. coach had discussed it with the PU and told him to let it go as this was a first year pitcher. So the PU must have thought it was not legal also.
