Speaking NSA:

If a player quits a team, must they have the release form signed by the manager and approved by NSA before they can join another team?

Player eligibility questions of this type are not usually ruled on by umpires.

You need to contact your area NSA representative.

Your NSA State Director should be able to answer that question:
