I figured it out.
Either: - the ump thinks the pitcher's plate is a player (see "in flight" definition) or - the ump did not see the ball hit and thought the batter applied some Willie Mosconi "english"

Chalk one up for a parks guy smart enough to figure that out. (Author's note: This guy obviously does not work for King County at Marymoor Park in Redmond. None would put in the work for a new pitcher's plate, much less be smart enough to get the joke. However, they WOULD be smart enough to give every umpire a $35 parking ticket for failure to pay the buck to enter the sacred parking lot.)
