I think the only difference between Fed rules in KY and in TX or DE is that after she is a courtesy runner twice, and then legally pinch hits, she can still marry her cousin in the evening in KY.

Legal in all the States that actually follow published rules, all rule sets, as long as it is not in the same half-inning the player was a CR. As said, a CR has not "entered".
