Do you mean unreported or illegal for some other reason.
Unreported sub is now in the game, should have been noted as unreported.

The defense can protest an unreported sub as long as they are in the game.
So, yes, restrict and hope they have another sub or #3 can re-enter.

No, I mean as in the OP the coach reported the sub but the umpire didn't write it down or notice that 1 was not a legal substitute. Note only the coach is restricted for changing the lineup not the player so this won't cause them to have to substitute. (Which is good because who would you make them take out?)
