Ask Dee- Runner leaves early, IP

In this forum, I thought it was determined that Defense gets their choice (outcome of play, or No Pitch & runner is out), THEN Offense gets the ultimate call on the IP, based on DC's decision.

Ask Dee's interp contradicts this:

Runner Leaves Early, Illegal Pitch, No Batted Ball
Base runner on first base leaves early and successfully obtains second base, illegal pitch swung at and missed by batter.

"The crew will need input from the offensive coach as to what the apparent result of the play would have been had the runner not left early, then that becomes option one. Note in most cases involving leaving early and an illegal pitch, the offensive coach has a decision to make that will likely be made irrelevant as the defensive coach will choose the option of the traditional penalty for leaving early. But the offensive coach is still asked for his/her choice on the illegal pitch penalty and that decision is then presented as option one for the defensive coach’s decision for the final outcome of the situation."

She lists many variations, but ultimately, with Runner leaving early and IP, Defense gets the last call.

Didn't we also say that judgement of which occurred first is needed.

It's possible, but Dee doesn't give that option.

I believe one of the interps here was, the IP ultimately causes the runner to leave early, so OC gets the last word.

Could be wrong bout that... can't find the thread.

Have a look at this. (Edit: you clearly have looked at it. -sorry) It boils down to the offense selecting the play or the penalty, then the defense choosing between the offense's selection and the penalty. The defense almost always wins.

Thanks Bob, this will make for good reading. It's a little different format than the Ask Dee (2012) pdf that I found through Google.
