Under NCAA rules, recovering a fumble is legal. If you think it was not a fumble (unintentional) and the player had already dribbled, then you have a double dribble violation....

I'm quite sure the game was played under FIBA rules. A technical foul is a non-contact foul of a behavioural nature on this side of the ocean ;)
I'd say that was only an unsportsmanlike foul and did...
