Well I have seen the situation where a tag play...

Well I have seen the situation where a tag play was called and the fielder admitted to not making contact.

Runners tend to swear they were safe rather than admit it ;)

This clause says 2 base award for fair batted ball that "Deflects off the defensive player and goes out of play".

Yes, out was made clearly at 2nd and the retired runner then collided with fielder. One of those "oops sorry" collisions.
