Well, around here in Central Calif, it has been a requirement for ASA tournaments for a couple of years now that all batters come up to bat wearing a helmet with NOCSAE certification on the helmet...

Page 233 of my 2004 ASA rule book has to do with Council Meetings, but if you say there is an exception in the Umpire's Manual or somewhere, that's good enough for me.

I agree with your interpretation, which I read to mean that by making the runner do anything other than run across the plate and step on it, the catcher has impeded the runner, therefore obstruction...
