Where in the rule book?

Where in the NFHS rule book does it discuss the free kick after a fair catch. Also where does it refer to the "cushion" defenders have to bump a receiver, is this just the expanded neutral zone or does it actually address it?

I won't tell you where just yet....but, I do suggest going to the the Central Hub on arbitersports.com - navigating to football publications - then inputting your key words i.e. fair catch or free kick. The search returns every rule or case play, depending on what text you are searching, where those key words appear.

Rule 6 covers kicks.

There is no "cushion" for NFHS rules: that's an NFL rule. B may block A receivers anywhere until the ball is in the air (and DPI restrictions begin) or until the A player is no longer a potential blocker (most commonly, running away from the B player).

I think you might be mixing up one part of his question with the other. One part concerned kicks, the other "bump and run" coverage for pass plays.
