Definition of FOREMOST
1: first in a series or progression
2: of first rank or position : preeminent

So no foul just a great play
To meet the hurdling definition you have to threaten to wedge the opponent's head in your crotch. That's how it's going to be if your thighs are forward, which will be the case if you're leading with either feet or knees.
