Hurdling is an attempt by a player to jump (hurdle) with one or both feet or
knees foremost over an opponent who is contacting the ground with no part of
his body except one or both feet.

I love the definitions most coaches and officiials dont spend enough time in Rule 2. In the play posted the feet or knees were not foremost
fore·most adj \-ˌmōst\
Definition of FOREMOST
1: first in a series or progression
2: of first rank or position : preeminent

So no foul just a great play

To meet the hurdling definition you have to threaten to wedge the opponent's head in your crotch. That's how it's going to be if your thighs are forward, which will be the case if you're leading with either feet or knees.
